The Animal Ordinance 1953. Section 44 of this Ordinance states the penalty for cruelty against animals.

It is not clear at this time where the abuse occurred although the person who uploaded this video says she found it in a "pendrive" in Kuala Lumpur. They means that : "We have alerted our contact in Malaysia and we understand that they are trying to identify the abuser.
